VFR minima by airspace class
Important note upfront: This article gives an orientation-level overview of the structure of VMC minimum conditions under SERA.5001. It does not replace legal advice or a check of the current, applicable version. Only SERA in its current version and your country's AIP and NOTAM/AIC notices are legally binding – where SERA leaves discretion to national authorities (e.g. the 1,500 m rule), the values actually in force can differ by country. VMC stands for Visual Meteorological Conditions – the weather conditions under which VFR flight is permitted at all in a given airspace. Unlike the MVFR/IFR/LIFR weather categories, this isn't a rule-of-thumb classification but a Europe-wide legal rule: SERA.5001 (Standardised European Rules of the Air).
The basic SERA structure
Minimum flight visibility and distance from cloud depend on two factors: altitude and airspace class. Roughly simplified:
- At and above FL100 (10,000 ft AMSL): flight visibility at least 8 km, cloud clearance at least 1,500 m horizontally and 300 m (1,000 ft) vertically.
- Below FL100, but above 900 m (3,000 ft) AMSL or 300 m (1,000 ft) above terrain (whichever is higher): flight visibility at least 5 km, same cloud clearance as above.
- At or below 900 m (3,000 ft) AMSL or 300 m (1,000 ft) above terrain: in controlled airspace classes B–E, generally clear of cloud and in sight of the surface, flight visibility at least 5 km; the same base rule generally applies in uncontrolled classes F and G (5 km).
The 1,500 m rule for slow aircraft in Class F/G
SERA.5001 itself provides for a reduction in Class F/G at or below 900 m (3,000 ft) AMSL or 300 m (1,000 ft) above terrain: when the competent authority of a state prescribes it, aircraft flying at 140 kt IAS or less may operate by day with a flight visibility of at least 1,500 m, provided there's a reasonable opportunity to see other traffic and obstacles in time (the table even permits down to 800 m for helicopters under certain conditions). This is not a German special case – it's a provision built into SERA itself, which Germany enables via the Luftverkehrs-Ordnung (LuftVO), as do numerous other European states. If you only know the 5 km base rule, or trained in a country that doesn't use this provision, you may never have heard of it – in practice, though, the 1,500 m rule is the everyday norm for gliders, ultralights and slow powered aircraft in uncontrolled airspace across much of Europe. The exact, currently valid wording for your country is in the relevant national AIP.
Why this shouldn't be confused with the weather category
A METAR category of "VFR" (ceiling > 3,000 ft, visibility > 5 SM) says nothing about whether VFR flight is legally permitted in the specific airspace at that location – that also depends on airspace class and altitude. Conversely, "MVFR" weather in Class F/G airspace below 3,000 ft can still be legally VFR-suitable thanks to the 1,500 m rule, where it applies. The two systems answer different questions: weather category = how good is the weather in general, VMC minima = is VFR flight legally permitted here and now.

Is the 1,500 m visibility rule in Class F/G a German special case?

Is the MVFR/IFR/LIFR category the same as VFR minima?
